Proposed Amendments to Air Quality Management Fees in Metro Vancouver
Update on Air Quality Management Fees Regulation Bylaw No. 1330, 2021
Thank you to everyone who has provided feedback over the last year as we have worked to update the air quality management fees set out in MVRD Air Quality Management Fees Regulation Bylaw No. 1330, 2021 (MVRD Bylaw 1330).
An overview of the recommendations are available on the project webpage. The recommended amendments will be presented to the Metro Vancouver Air Quality Committee on January 16, 2026 (Item E2 on the agenda). The recommendations will be presented to the MVRD Board for consideration at its January 30, 2026 meeting, following discussion by the Committee.
Your feedback, along with research and consideration for competitiveness with other jurisdictions and current economic conditions, has contributed to the recommended updates.
The Metro Vancouver region is an urban region, home to over half the population of British Columbia, and it is Metro Vancouver’s legislated responsibility to regulate air quality to protect residents’ health and the environment. The proposed amendments to the Air Quality Management Fees Bylaw are required now to institute a cap on application fees and to remove ambiguities. Without these amendments, some larger industrial permit holders could pay much higher fees under the current bylaw. In response to feedback, the amendments also include a commitment to review the overall fee structure prior to the end of 2027.
The updates intend to improve clarity, predictability, fairness, and competitiveness of the fees and align with emissions reduction, discharger-pay (in proportion to the impact of their emissions), and fair cost recovery.
